The bill will also expand government’s ability to provide future targeted support with energy bills for low-income and vulnerable households when required

November 5, 2026

UK government reports that the bill will also expand government’s ability to provide future targeted support with energy bills for low-income and vulnerable households when required.

UK government reports that energy Independence Bill builds on the Budget by delivering a major overhaul of Britain’s energy system, putting affordability and public control at its heart. The UK government has moved to ban any new exploration for oil and gas in the North Sea, BBC reports. The UK government has also announced the establishment of an energy wealth fund using tax revenue from oil and gas extraction, with an initial £2bn of funding, to invest in renewable and low carbon energy projects. According to BBC, David Whitehouse, chief executive of industry body Offshore Energies UK, said the government was right to target energy affordability, but said it should also prioritise energy security. BBC reports that the legislation will not affect the decision on whether to allow drilling at Rosebank off Shetland - the UK's largest known untapped field - which was approved in 2022 before being subject to legal challenges. Through the energy independence bill, which will be introduced on Wednesday, Ofgem will be given new powers to order compensation, impose fines and ban rogue operators that have pushed businesses and households into overpriced contracts, The Guardian reports.

According to BBC, Andy Burnham said, "Together, these changes will bring bills down for good, give families greater security and put Britain back in control of its energy future."
